ARMY TECHNICIAN VACANCY ANNOUNCEMENT
This position is located at the Directorate of Plans Operations and Training, Joint Operations Center in Jefferson City, MO United States 1 vacancy

APPOINTMENT FACTORS: This position is a Temporary vacancy NTE 30 September 2014 in the Excepted Service. Employment can be terminated at any time. This position will be filled as long as funds are available to support it. This is a bargaining unit position.
NATIONAL GUARD MEMBERSHIP REQUIRED: This is an Excepted position that requires active membership in a compatible skill in the Missouri Army National Guard and wear of the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently enlisted in the Missouri Army National Guard must be eligible for immediate enlistment or appointment. MILITARY REQUIREMENTS: OFFICER
Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion.
Technicians will not be militarily senior to their full-time supervisor (grade inversion).
IMPORTANT NOTES: Permanent Change of Station (PCS) allowances are not authorized for this position. Required Security Clearance is Noncritical Sensitive.
Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status. Under a temporary appointment, the employment is subject to termination at any time.

Assists in the Emergency Management Program development. Researches a variety of planning problems. Plans, coordinates and develops specific plans and projects from conception to completion. Exercises initiative to obtain and analyze information on problems, projects, and plans. Serves as Mission Support special projects officer. Develops, analyzes and updates drug enforcement support operations contingency plans. Assesses the mission and determined the scope and impact on National Guard resources and capabilities. Coordinates on the use of aircraft, vehicles, other special items, equipment/materiel, fuel, subsistence, transportation, maintenance, special equipment, personnel, etc. Tracks expenditures that are reimbursable by other agencies to the National Guard. Develops state reporting procedures regarding Serious Incident Reporting (SIR). Oversees the SIR investigation. Implements, synchronizes, integrates and sustains Emergency Management program. Develops and maintains harzard/threat emergency response plan. Develops and disseminates Emergency Management plans, supplemental guidance, and mandatory standards for protecting installations/facilities. Provides policy and planning guidance to subordinate commands to assist in establishing an all-hazards risk management program. Assists in emergency planning, coordination, and integration. Prepares contingency plans for the mediation, mitigation, alert, and response, recovery of all hazards/threats or events. Plans shift operations and prepares operations orders. Develops after action reports to include cost factors. Identifies specific unit capabilities to support emergency operations. Develops emergency response time estimates. Performs other duties as assigned.
_GS-11 Specialized
Experience:_ Must have 36 months of specialized experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience which demonstrates your ability to organize and carry out specific programs, evaluate and recommend changes in methods of operations. Experience preparing written communications and oral presentations and/or briefings. Experience providing technical guidance and assistance in the type of work or in comparable work of a Plans and Operations Specialist.
_GS-09 Specialized
Experience:_ Must have 24 months of specialized experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience which demonstrates your ability to organize and carry out specific programs, evaluate and recommend changes in methods of operations. Experience preparing written communications and oral presentations and/or briefings. Experience providing technical guidance and assistance in the type of work or in comparable work of a Plans and Operations Specialist.

Experience:_ Must have experience, education or training which provided a general knowledge of the principles of organization, management and administration; and experience using computer and automation systems.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
