The Cram Business Analyst (BA) is a functional BA design specialist that is responsible for delivering best-fit business solutions by way of understanding our clients business requirements, translating and documenting them, and working with Systems Analysts, Architects and Test Team members to ensure that the requirements are the foundation upon which the solution is built. The Cram BA should be able to think like a caseworker in the designing of the system to ensure the best user experience within the moderation effort. The selected candidate will utilize extensive knowledge of the Cram Application Suite software products to coordinate, conduct and document gap analysis, identify evidence needed to support requirements, develop business and functional requirements specifications, assist with designing the business solution, and assist with User Acceptance Testing (UAT). The Cram BA should have an understanding of State social services business with focus on Economic Benefit programs such as Medicaid (both traditional Medicaid programs and MAGI) and Supplemental Nutrition Assistance Program (SNAP). Candidate will interpret highly technical concepts to both technical personnel and non IT business users and summarize and convey technical issues and problems identified.
The Cram Business Analyst will:
Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs
Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following artifacts as needed: (functional requirements, business requirements, use cases, Graphical User Interface (GUI) screens and interface designs)
Elicit requirements using JAD sessions, interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis
Experience in business process analysis (use cases and/or process flows) and mapping (gap analysis) techniques within the Cram Applications Suite.
Apply knowledge of Medicaid and SNAP programs in defining and functional designing the modernization of clients eligibility systems within the Cram Applications Suite.
Work independently with users to define concepts with guidance from project managers
Drive and challenge business units on their assumptions of how they will successfully execute their plans
Serve as the conduit between the customer community (internal and external) and the software development team through which requirements flow
Develop requirements specifications according to standard templates, using natural language
Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs
Liaise between the business units, technology teams and support teams
Maintain industry/technical knowledge base and facilitate/maintain industry relationships
Maintain understanding of the business mission and technology environment
Demonstrate commitment to providing customer-focused quality service
Perform other duties as deemed relevant based upon experience to fulfill customer needs
Five (5) or more years of demonstrated Cram Business Analyst experience within the Cram Applications Suite
Three (3) or more years of State Government experience with eligibility for social services programs
Working knowledge of Medicaid (both traditional and MAGI), TANF, and / or SNAP programs
One (1) or more years of hands on Systems/Software Development Life Cycle (SDLC) experience
Other healthcare experience such as any of the following:
Working with or for CMS on a healthcare project
Health insurance eligibility or enrollment experience
Having direct experience with working on a HIX project
Experience in using enterprise-wide requirements definition and management systems and methodologies
Demonstrated successful engagement in multiple simultaneous initiatives/projects
Strong analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements
Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts
Experience in producing deliverable quality documents
Experience with supporting system testing and user acceptance testing
Experience training end users and providing business user support
Experience with Microsoft Word, Excel and Visio

Experience working in an SOA framework (required for a non-functional / technical BA role)
Working knowledge of state eligibility systems within the social services programs (Medicaid, SNAP, TANF, etc.)

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
