HUMAN RESOURCES SPECIALIST (CLASSIFICATION) (TITLE 5)

GENERAL
Experience:
Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; validated understanding of the basic principles and concepts of the occupational series and grade that includes skill in collecting and analyzing data effectively, efficiently and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material. GS-12 SPECIALIZED
Experience:
Must possess at least one year of specialized experience equivalent to at least the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector that indicates working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. In addition to a high degree of analytical ability, must possess ability to apply a thorough and comprehensive understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions, conducts on-site or telephonic reviews, prepares written evaluation statements as required by policy, and processes individual actions; provides technical advice to assist managers and supervisors; and interpret and explain classification criteria, and prepare and/or present advisory opinions on the classification of positions. Must meet the non-supervisory GS-0201-12 qualifications above, PLUS, possess 12 months of career broadening human resources program experience in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements. Must possess experiences that included training and guiding employees on human resources military or civilian programs tasks; effectively and efficiently plan and schedule; lead people and human resources personnel activities that included directing and assigning tasks and projects; and structure assignments to create viable procedures that resulted in measured and improved task processes.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
