HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT/COMPENSATION) (TITLE 5)

GENERAL
Experience:
Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; a validated understanding of the basic principles and concepts of this position; experience that encompasses skill in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; write English in reports and presentation formats; communicate clearly and effectively; present formal training presentations and briefings; assess body language and perceive emotional and/or distress levels; and applying procedures and directives by reading and interpreting program material. GS-09 Specialized
Experience:
Must possess at least six months of specialized experience with human resources programs related to federal civilian or military personnel programs; possess competent skills in merit principles, personnel plans, programs, and policies to guide or advise on recruitment and placement functions; utilize standardized analytical and evaluative methods and techniques sufficient to advise management; possess an understanding of occupational characteristics to develop vacancy announcements and to analyze and evaluate individuals' qualifications. The specialized experience must also demonstrate knowledge of other HRO specializations, i.e. classification, employee relations, labor relations, equal employment opportunity, etc. for purposes of interacting and resolving issues; knowledge of the different philosophies and structures of the ANG and ARNG within the state; knowledge of the rules and procedures that apply to the various recruitment and placement and compensation programs; and ability to communicate effectively with applicants, supervisors and management.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
